「友愛精神」子どもに…幸夫人も国際デビュー(読売新聞 - 09月23日 21:48)

 【ニューヨーク=小川聡】鳩山首相の初外遊に同行中の幸夫人は22日、ファーストレディーとしての国際デビューを飾った。

 訪問先では、子どもたちとハイタッチを交わしたり、首相が掲げる「友愛」精神をアピールしたりするなど、持ち前の社交性を発揮し、これまでの日本の首相夫人とはひと味違った存在感を示した。

 夫人はまず、ニューヨーク日本人学校を訪問。障害を持つ児童の「アップル学級」で、児童たちがビーズの作品を作る授業を見学。作業を終えた児童には「ハイタッチしなきゃ」と声をかけ、触れ合った。

 その後、全校生徒の前であいさつした幸夫人は、児童たちが斉唱した同校校歌の歌詞に「友愛」の言葉があることに注目。「鳩山も、友愛社会作りを目指している。うれしいことも、悲しいことも分かち合うのが友愛精神です」としっかりアピールした。

 ニューヨーク大にある音楽療法センターでは、元タカラジェンヌという経歴を生かし、療養中の子供が即興で歌う英語の歌にかけ合いで交じって歌い、子どもたちを感激させた。

 札幌市内で21日行われた自民党総裁選の候補者による街頭演説で、河野太郎元副法相(46)と、河野氏が名指しで批判している町村派会長の町村信孝元官房長官が「ニアミス」する場面があった。ただ河野氏は、演説で派閥政治を厳しく批判したものの、町村氏には触れなかった。会場が同氏の地元・北海道ということもあって遠慮したようだ。この日、市内大通公園で行われた街頭演説で河野氏は街頭宣伝車の上で演説。町村氏も会場に駆けつけた。

 ヨーロッパ、中東、アジアなど世界各国から毎年のように多くの人が訪れる日本。その中には、日本の文化を学ぶために長期にわたって滞在する人も少なくありません。彼らの中には、日本文化への愛情とそのしんしな学びの姿勢ゆえに、時として驚くほど日本人らしい行動を取る人もいます。日本人が思わず「おっ?」と驚いてしまう彼らの行動とは、はたしてどのようなものなのでしょうか?

 「日本にいる外国人が行うとびっくりする行動ランキング」で1位になったのは《難しい漢字が書ける》でした。古代中国に源流を持つ漢字は、アルファベットのような音素文字に比べると書き方一つとっても非常に複雑。最近では、パソコンや携帯電話の普及によって日常生活で文字を書く機会が少なくなり、日本人の中にも「漢字は読めるけれど書けない」という人が増えているのだとか。

 意外性という点では2位の《電話中におじぎ》も見逃せないところ。海外にも軽い会釈をするという習慣はありますが、日本のおじぎのように深く頭を下げることはなく、中でも相手が目の前にいないのにおじぎをする日本人の行為はひときわ奇異に映るそうです。こうした外国人の感じ方は日本のメディアでも頻ぱんに取り上げられており、日本人にとっても《電話中におじぎ》をする外国人の姿は違和感があるようですね。

 食品関係では、外国人が苦手な食べ物として常に筆頭にあげられる《納豆》が6位にランク・イン。現在でも《納豆》が苦手という外国人は少なくありませんが、骨粗しょう症予防に有効と言われているビタミンK2など、さまざまな栄養成分を豊富に含んだ《納豆》は健康食品として海外でも高く評価されています。もともと海外でも大豆食品は古くから愛用されているため、あのネバネバとした食感と独特のにおいを乗り越えて大ファンになったという人いるそうです。

 8位の《頭にネクタイを巻いて酔っ払う》をはじめ、《「すいません」と言いながら片手を前に出しつつ混雑を抜ける》、《爪楊枝を使う》などの見慣れた行動も、外国人が取るとまだまだびっくりしてしまう現在の日本――。この違和感がなくなった時こそが、真に日本の国際化が成し遂げられた時なのかもしれませんね。

Japan is the strange country where mass of people have no logical thinking to refute this kind of "City Myth" by their instinction. They believe it really or simply they don't know the future ? 「2012年人類滅亡説」が、今ネット上や書籍などで盛んに唱えられている。なんでも、高度な天体観測技術を持っていたとされるマヤ文明が生んだ“マヤ暦”が2012年12月22日で終わっていることから、この日以降地球はもう無いんじゃないかという説があるとか。でも、1999年のノストラダムスの予言も結局当たらなかったし…と思いネットで調べてみると、2012年以外にも出るわ出るわ終末論の数々! 「2060年に世界が終わる」という文書をニュートンが残しているとか、ノストラダムスの予言が実は1999年ではなく3797年だとか…。また1524年や1186年などとっくに過ぎた時代にも終末論は存在したという。

今まで当たった試しがないのに、なぜ予言はなくならないの? 『終末論の正体』(文芸春秋社刊)の著者である作家・小坂井澄さん、教えて!

「今まで様々な予言が囁かれてきましたが、当たり外れなんてあまり関係ないんです。終末論とは元々、『終わり』や『死』について考える学問のこと。終わりというものをどう受け止めていくかが大事なんです」

先生によれば、終末予言としても有名なキリスト教の『ヨハネの黙示録』は、当時ローマ帝国に侵略されていたユダヤ人が「悪しき世界が終わって良い世界がやってくるように」と願って書かれた説がある。これを、後世の人々が様々に解釈したため終末予言が生まれたケースもあったとか。それにしても、なぜ人は終末予言を気にするの?

This issue of the eMonitor will unveil a new initiative of the ESiA network, especially created for our young people. The ESiA Young Academics' Workshop Series provides a unique platform for next generation European studies academics in Asia and Europe to exchange ideas, acquire new skills and present their work to the larger European studies community.

 

The ESiA 1st Young Academics’ Workshop “How is the EU Perceived in Asia: Media, Public and Elite Perceptions”, will be held in Bruges , Belgium, on 1-4 September 2008. It will be a partnership between the Asia-Europe Foundation, the National Centre for Research on Europe and the College of Europe.

A call for proposals has gone out at the end of last month and we warmly invite students and young researchers in universities in Asia and Europe to send in their applications to participate in this new and exciting initiative.

On another note, I'm pleased to inform you that that our new publication "The EU through the Eyes of Asia: Media, Public and Elite Perceptions in China, Japan, Korea, Singapore and Thailand" continues to receive positive responses from our stakeholders in Asia and Europe.

We had the opportunity to promote the book during the lecture tour of Dr. Kenneth Chan of Hong Kong Baptist University in February in Warsaw, Prague, Vienna, Budapest, Ljubljana and Cork. The book has also found audiences in Manila, Singapore, Hanoi and Seoul. We plan to launch the book further in Bangkok, Tokyo, Hong Kong and Beijing by the end of the year, in collaboration with our partners.

1st ESiA Young Academics' Workshop

How is the EU Perceived in Asia? Media, Public and Elite Perceptions

The deadline for submission of proposals is 31 July 2008.

The Asia-Europe Foundation (ASEF), the National Centre for Research on Europe (NCRE) and the College of Europe welcome proposals for participation in the European Studies in Asia (ESiA) 1 st Young Academics' Workshop “How is the EU Perceived in Asia: Media, Public and Elite Perceptions”, which will take place in Bruges, Belgium, on 1-4 September 2008.

The four-day event will train a select number of young European studies academics (at the Masters and Doctoral levels) on how they may be able to analyse and utilise the unique dataset that has been generated from “EU through the Eyes of Asia” project in their own research work.

The Next 50 Years: The Future of European Law & Policy

Conference on European Law & Policy in Context

The conference is planned as an interdisciplinary forum, with the majority of participants having a background in law, political science, or international relations. Both law and political sciences are represented in the papers given at the opening plenary session and all the workshops. This opening session will focus on the main issues of the future of European law, looking at the institutional changes introduced by the Treaty of Lisbon, international relations of the EU, the individual and the Treaty of Lisbon, the concept of supranationality, and the function of the EU as a normative power.

The 40-odd papers given at the 12 workshop sessions of the conference were selected from many submissions from academic institutions in 21 countries. This is the only conference on European law and policy with an open call for papers in 2008 in Europe. In addition there will be a keynote address and an opening plenary session of invited papers.

 

Course Announcement

Master's Degree Program in European Studies

Institute of Political Science at Warsaw University

The deadline for application is 15 July 2008.

The Master's Degree Program in European Studies is addressed primarily to foreigners with a Bachelor's degree awarded upon completion of a Bachelor's degree program (undergraduate studies) in Poland or elsewhere. It is second-cycle part-time graduate evening course (i.e. Monday-Friday, 15.00-20.00 PM). The language of tuition is English.

The graduates will acquire the intellectual qualifications necessary for understanding and analysing the EU countries and their neighbours as well as the process of the European integration from the perspective of a new EU member - Poland - a country which plays a major role in Central East Europe. Thanks to skill building activities provided during course, they will be well trained in the art of communication, negotiation and persuasion.

The graduates will be fully qualified to take up the posts of analysts and specialists in public administration, universities, national or international institutions and organisations, and companies operating around Europe.

The course lasts two years. In order to receive the Master's degree, the graduates will be required to write a Master's thesis and pass the examination.

The "EU through the Eyes of Asia" Phase III Interim Workshop

7-9 May 2008

The Asia-Europe Foundation (ASEF), in partnership with the National Centre for Research on Europe (NCRE) and the School of Social Sciences and Humanities-Vietnam National University Hanoi co-organised an interim workshop for the country teams from Vietnam, Indonesia and the Philippines involved in Phase III of the “EU through the Eyes of Asia” study. Themes covered during the meeting included:

  1. Discussion on Project Successes and Challenges
  2. Teams Reports of Media Findings
  3. Comparative Analysis of Media Findings
  4. Teams Reports of Comparative Analysis
  5. Teams Reports of Elite Findings
  6. Deadlines and Future Plans

Team members also participated in “The EU through the Eyes of Asia” book launch, a partnership between ASEF, NCRE, the School of Social Sciences and Humanities-Vietnam National University Hanoi and the Delegation of the European Commission in Vietnam. 

The event was opened by Prof. Pham Quang Minh, Dean of the Department of International Studies, School of Social Sciences and Humanities and Mr. Truong Trieu Duong, ASEF Board Governor to Vietnam . It featured keynote speeches from Ambassador Sean Doyle, Head of the Delegation of the European Commission in Vietnam and Prof. Dr. Nguyen Van Kanh, Rector of the School of Social Sciences and Humanities.

 

 

2nd ESiA Lecture Tour: The EU through the Eyes of Asia: The Case of China and Hong Kong

The 2nd ESiA Lecture Tour titled “The EU through the Eyes of Asia: The Case of China and Hong Kong” was delivered by Dr. Kenneth Chan of Hong Kong Baptist University, China. It examined the significance of Europe and the European Union (EU) to the citizens in China and Hong Kong, comparing perceptions regarding the EU among the media, general public and elites in the two locations. Key questions that were addressed included:

•  Is the EU a recognisable actor in the eyes the citizens of China and Hong Kong?

•  What are the most mentioned images of the EU in China and Hong Kong?

•  How would people in China and Hong Kong evaluate the current and future state of relationship with the EU?

•  How important is the EU to China and Hong Kong when compared to the United States and other neighbouring nations?

•  Has the enlargement process and other internal developments of the EU influenced how it is perceived by its Asian counterparts?

•  What are the major sources news and information about the EU in China and Hong Kong ?

•  Looking ahead, as the EU's relevance to China and Hong Kong is expected to grow, what are the opportunities and obstacles concerning the roles and expectations of the EU?

Dr. Chan delivered his lecture in Warsaw (hosted by University of Warsaw); Prague (hosted by Charles University Prague); Vienna (hosted by the Austrian Institute for International Affairs); Budapest (hosted by Corvinus University Budapest); Ljubljana (hosted by the University of Ljubljana); and Cork (hosted by University College Cork).

Vietnam National University (VNU) Hanoi

Vietnam National University (VNU), Hanoi, is the first modern university established in Vietnam. It has undergone various development stages. Firstly, the University of Indochina was established on 16 May, 1906; it then became Vietnam National University (November, 1945); and then the University of Hanoi (June, 1956). In December, 1993, VNU was reorganised on the basis of amalgamating the University of Hanoi, the Foreign Language Teachers' Traning College (established in 1967) and other leading universities in Hanoi.

VNU is the largest multidisciplinary higher educational and research centre in Vietnam. It is entrusted with the task of producing qualified human resources for the industrialisation and modernisation of the country. VNU holds a special position in the system of tertiary education in Vietnam, operating according to a special regulation promulgated by the Prime Minister. VNU reports directly to the Prime Minister and has the high autonomy in organization -personnel, training programs, scientific reseach and technological development, planning - finance, international relations and other fields. VNU is entitled to work directly with ministries, ministerial level organizations, governmental bodies, people's committees of central cities and provinces concerning affairs related to VNU. VNU's colleges and institutes maintain their juridical person status of a higher education and scientific research institution as regulated by the Law on Education and the Law on Science-Technology.

One of the tectonic shifts after 1945 was economic integration where a number of countries pooled their sovereignty to exercise it in common. It happened in Europe. Around the world observers still find it puzzling why the Europeans chose to give up for example their national currency to use a single and common European currency, the euro, instead. The short answer is that they did so because they actually gained more influence by exercising sovereignty in common than defending their right to act alone. Thus integration was primarily driven by the strong current of economic globalisation making it necessary for nation-states to jump out of the national box to defend their interests.

This book is written to tell how the European integration was created, what the driving forces were, which circumstances favored the integration and which obstacles had to be overcome. The European Union has entered a new and crucial stage in energy policy. After the adoption of legally binding targets to address climate change, energy security and competitiveness, the 27 member states are now turning their attention to the implementation of these targets. However, with an unfinished internal market for gas and electricity and with member states continuing to focus on bilateral energy relationships with supplier countries, the EU is still at the very beginning of a common EU energy policy. This report from the CEPS Task Force on Energy Policy for Europe contributes to the debate about an emerging 'first-generation' EU energy policy. It identifies those policy areas that are expected to benefit most from deeper EU integration, i.e. where the European 'added-value' is expected to be greatest, and formulates recommendations on how such integration could be achieved in practice. In particular, the report calls for the development of more and better energy policy indicators against which to assess member state energy policies to ensure policy coherence at the EU and member state level.

Marcus Du Sautoy

The leading mathematician Marcus Du Sautoy, from the University of Oxford in the UK, won the prestigious Berwick Prize of the London Mathematical Society in 2001. As a top speaker at ESOF2008, his presentation will pose the question – mathematics: creative art or useful science? It will explore the role of mathematics as the key to many of the greatest scientific and technological advances made throughout the ages. For example, the mathematical structures ‘hiding’ behind such great works of art like the Alhambra and Bach’s Goldberg Variations will be considered. He will covey the power of such mathematical language to help us understand the world around us.

Investiga la investigació

• In late March in conjunction with the Department of Education and TV3 we launched a highly innovative program, Investiga la investigació (Investigating the Research), whereby high school students from Barcelona began putting together their own video documentaries around a keynote speaker presenting at ESOF 2008 which will culminate in a face to face meeting with their subject in Barcelona. Sant Jordi

• Sant Jordi Day on April 23 is a special day in Barcelona. Commemorating Cervantes death it is also known as the Day of the Book, on this day the city´s streets are lined with hundreds of book stalls with writers signing copies of their work for devoted fans. Traditionally boys give girls a rose and she gives the boy a book. ESOF got in on the tradition and had its own stand on the famous Las Ramblas featuring well known science writers.

• Estudia - The most important event in Barcelona gathering together all the studies and courses offered by universities.

• And……the team is planning a series of social events that will allow you to network, soak up the warm Barcelona nights and enjoy all that is good about Mediterranean food, wine and culture…more in the June issue!
